Legal Question in Disability Law in Florida

I have been paying on my medical debt since May 2010. Unfortunately I have only been able to send between $10 - $30.00 per month because I am unemployed. I have written and called the hospital to explain my situation and stop them from sending this debt to a collection agency. HOWEVER they sent the bill to the collection agency even though they (the hospital) cashed every check that I sent them. Can the hospital send my bill to a collection agency even though I am making a monthly payment? Thank you
