Legal Question in Administrative Law in Florida

I've been helping my sister who had a stroke a year ago her son is in charge of everything but right now he lives in New Hampshire and she lives in Florida. She was with him when she had the stroke but she wanted to come back to her own home in Florida because they were treating her like dirt. Now she is having a hard time doing things for herself has been getting very bad headaches again that means she is having bleeding around the brain again. I have tried to get a hold of my nepher but its like he just doesn't care what happens to his mother. His wife does not want my sister back at her house she was always yelling at her and making her cry. Isn't he responsible for his mother if everything is in his name. If you could please let me know so I can know what I can do to help my sister. Thank You

He is not responsible for her unless he has been appointed as her guardian.
