What is the legal process in buying artwork from someone to print on t-shirts to sell.

You would want to enter into an agreement with the artist pursuant to which you hire the artist to create the work for you as a "work made for hire" (in which case you would own the work) or you negotiate a license agreement with the artist or the owner of the work that would permit you to use the work for the purpose intended.
