When cancelling a membership for a excercise club, is it legal to not refund the state sales tax that was originally charged & paid on the membership fee?

No. Sales tax for the original purchase should have been refunded to you. If the transaction was cancelled, then there should not be any taxable consequence.

You should file a claim with the Florida Department of Revenue as to what happened with this transaction and they will probably investigate.
