if someone owes me money,but don't receive the total amount, doesn't tht mean tht i am excepting tht amount as payment in full?

Take the payment while writing:
....
"Thank you for your payment of ___ 2013 in the sum of $___. This is not the full amount that you owe, therefore I will apply your payment "on account". This leaves a balance due me of $___. I look forward to your prompt payment of this balance.
(Your name) "
