Real Estate Property Owner Rights

The Police department has put restrictions on my motel due to three arrest within a 90-day period. The city commission has instituted restriction of use to my property as a result. There is a property owner who is a former city worker who has had far more arrest than I have during the same 90-day period. I have been in business 25 years. The property is located in a area where the black population is not worked into the city's growth. I am being dicriminated against and I don't know what to do. I have contacted the NAACP to get anyone to send me a complaint application. Any attorney who research this case will find grounds to sight discrimination. I need an attorney in Florida to review my case or an organization who will investigate my claim. Help!
