I don't know the law on this, but even if there is a law, it does not solve the problem. So, here is some practical advice.

If the pound will give you the name of the new owners, or if you can find it out somehow (maybe place an ad in the paper; but if that does not work and the pound won't give you the name, perhaps they would take a message from you to the new owners), then contact them and explain the situation. Offer proof that you are the rightful owners (license, papers, whatever you have), and offer to pay for their expenses (adoption, vet, etc.) if they will return the dog where it belongs. If that does not work, then threaten to sue. You at least have a legitimate claim even if you do not ultimately prevail. (My gut says that the county had the right to do what it did and you would not prevail although it is a very unfortunate and unfair situation. But as I said, I do not know the law in this area.)

Bottom line, diplomacy is best here if you can contact the new owners.

You could also contact your local councilperson and ask him/her to pressure the pound to assist you with undoing the damage that has occurred.
