Online Programming- Phone Calls

There is an online service that allows you--name removed--choose what phone number--name removed--call and what phone number--name removed--use as a mask. The victim that is called can receive messages from an automated voice such as ''You're going--name removed--die in seven days...'' or ''I'm coming upstairs...,'' followed an option--name removed--press 5--name removed--not receive these types of calls again. I would like--name removed--know if any legal action can be taken against such services. I know there is an audience that think that this is humorous, but I feel must be illegal--name removed--be able--name removed--put the blame for such messages on anyone one pleases. I know such kinds of sites are already under investigation after being used for identity theft. Can anything be done--name removed--stop this service and/or against those who use these services? Thank you.
