Can a state grant amnesty to an individual or is this a right which only the federal govrnment can grant to an individual?

Do you mean amnesty from prosecution? Whichever government would prosecute a particular crime can grant amnesty as to that crime. Sometimes a particular offense could be prosecuted by more than one government because it violates multiple sets of laws; in those situations each government can only grant amnesty as to its own laws.
