why hire a lawyer

when do i need to obtain a lawyer if i have not received payment from the prime contractor.

When he has repeatedly refused to make payment as required and/or continues to delay and give reasons as to why he needs more time to pay.

You can always go to vegas and gamble but if you don't know what you are doing, then don't be surprised if you lose. People hire lawyers because lawyers are skilled in the legal system. If you believe you need assistance then hire an attorney.
