i been in this house that iam buying for 12yrs i found recently that it is not insulated and during the winter the house never get warm i need help

Not sure how old the home is but based on the number of years you have lived there, the statute of limitation has most likely run out (10 years for latent defects on a newly constructed home). Not sure whom your power company is but some like FPL have programs for certain areas where they will insulate your home as part of an energy efficiency program. Recommend you contact your power company to see if they have such a program for your area. If not, it will be on you to have insulated or include as part of the sales agreement for the purchase of the home.
