If a lien release was signed at the time of receiving a draw showing a blance due. Can a lien be placed if I don't get the balance?

If you are a licensed contractor and performed work (or supplied material) on a project in which you have not been paid, you may put a lien on the project as long as it is within 90 days of performing the work or placing the material onsite. I presume your release of lien was contingent upon payment and if you have a balance due for work you have done, you can place a lien on a project.
