Legal Question in Consumer Law in Florida
A timeshare billed my credit card for a maintenance fee and since I sold the unit without using the time I have been unable to get a refund; it should be simple enough for them to charge the new owners and morally right to do so, but they don't even acknowledge my requests. I don't know where I would have to go to file in small claims court, the corporate headquarters location, the resort location, or the billing and payment location.

Check your contract with the timeshare regarding maintenance fee payments and the venue for civil actions/disputes. The Florida Rules of Civil Procedure will provide you with additional information, or contact an attorney for assistance.
You may have owed the fee. Check you contract and see when you become obligated for the fee. It is not your timeshare week.
