Legal Question in Credit and Debt Law in Florida

I live in the state of Florida, and have a question. I have a man calling me, he gives me a name, which I belive is not his real name. He is claiming I owe money for a payday loan from 2009, and if I don't pay that I will be arrested. He wont' give me a phone number, address, fax, etc... I requested for him to send me something in writing and he won't comply, nor tell me the name of the so called company. I have read the laws for the State of Florida, and dont' under our laws, as far as I can understand, you cannot be arrested for not paying a payday loan. I have made complaints with the Attorney General, and the FTC, and my local police. I also informed the guy that I had done this, but I don't think they are even in the U.S., so he didn't act concerned. Can you just verify that I am understanding the laws correctly. Thanks
