If a man has a pending foreclosure on a home and he is going to get married,

does the soon to be legal spouse (wife) become liable for that outstanding debt in

any way shape or form?

Short answer, no the spouse will not be liable for the debt. Be aware however that at some point it is possible that the lender will make the spouse a party to the foreclosure case simply to eliminate any interest that she may have. In fact, the "unknown spouse" of the borrower may already be listed as a defendant. I suggest that you speak with an attorney regarding your overall goals with the property in foreclosure.
