Legal Question in Credit and Debt Law in Florida

I bought a scooter, on line, in April of this year. I never recieved a valid certificate of origin from the seller who now seems to be out of business. Can a judge issue me a title, if so, how do I procede to get one?

You can apply for a lost title with the DMV.
