Legal Question in Credit and Debt Law in Florida

If someone is considering suing me, whether I have assets to pay would be a consideration. If I have assets, but if there is an IRS lien on me greater than the assets, do I effectively have no assets to be taken? In other words, does the IRS lien take precedence?

Feds trump State. so a civil action would probably make you judgment proof if you have a lien from IRS
