When you were arrested in an 1988 and released ROR there was an understanding that you would return to court to face the charge. Since you didn't show up because you didn't get the mail or it was sent to the wrong mailing address I'm sure a warrant was issued for your arrest at that time. I just handled the case were my client to left the state after being released and was picked up in another state while renewing his drivers license seven years later. The statute of limitations doesn't run when you have left the jurisdiction where charges are pending. If you would like further assistance from me e-mail me your phone number so I can call you to discuss this in greater detail.
