if somesone was working vallet parking and took the car outside and the owner report the car stolen but the person didn't have the intension of stealing the car because the person left all their thing personal properties back at the place what do you thing is probably going to happen to that person

It is hard to say. It appears from your description that the person took the car from the premises without permission which is the same as stealing it regardless of any intent to return the vehicle at some point. The bigger question is what priors does this person have? It will make a substantial difference if this is the first arrest, or if there is a history of similar offenses.
