That's when someone breaks into a vehicle with intent to commit a crime in the vehicle (usually theft) and they have a weapon on them at the time.

It means someone broke into a car to steal something, and was armed with a weapon at the time. It is a very serious charge. If the person does not have a lawyer, (s)he needs one immediately.
