can a family member take responsibilty as part of plea deal for defandant in a felony case

A plea is strictly between the court, the prosecutor, the defendant, and his counsel. Now, if you are asking, can a family member help a person's case, then yes, but that should be discussed with the defendant's attorney.

In a sense, yes a family member can "accept responsibility" in an effort to show that a defendant is innocent, or at least not as guilty, but that will often result in that family member being prosecuted as well. Every case is different so it is impossible to say what should be done in this situation. The defendant should discuss this with his attorney.
