Is it possible for an individual to be tried both by state government and federal government for the same charges, or do they have to be different charges. Also is the murder of a child a federal crime, and also would lying to fbi agents to impede an investigation be considered a federal crime?

No it is not a federal crime and yes lying to FBI agents is a federal crime.
