what does it mean when it is ordered that adjudication of guilt be withheld, probation is given and successfuly completed for a felony 3 first offence w/ no jail or community control

It means that for many purposes, this is not a conviction. For instance, the person does not lose his right to vote, or to own and possess a firearm. If asked if he has ever been convicted of a felony, he may truthfully say no. However, for other purposes, it does count as a conviction. For instance, in figuring the guideline scoresheet for sentencing on a new crime, it is counted. If you have questions about its application to a particular circumstance, you need to talk to a lawyer.
