minors tresspassing to skate board

never taken into custody or actually arrested, but courts are cancelling actual hearing before a judge and sending them to arbittration asking them to admit and waive rights and they would have a arrest record, we are getting different stories when the arbitrators started to call everyone involve. something is not right

If the minor takes arbitration, there will still be a juvenile arrest record but, if the arbitration is successfully completely, there is no adjudication ("conviction") of delinquency. Arbitration is voluntary and the juvenile can opt for court instead.
