Legal Question in Criminal Law in Florida

It seems to me, as a professional "ride share" driver, all the police ever do is harass me to move on when I block traffic for 30 seconds to pick up a rider... However, if there is a real problem like a drunken fist fight they don't do much. Why is this? Why don't they seem to get involved when it really matters? There is something to be said for enforcing traffic laws but they don't seem to do anything but stand around when there is a real problem. Is this typical?
