If you spin your tires on your vehicle, can you be arrested for reckless driving in florida? what if you are on private property - parking lot of a business/shopping center that is owned by a company and not the city?

Can you yes. Should you, maybe. Reckless means a wanton disregard for the safety of others. So on an empty lot, maybe, but on a crowded lot, probably. Officers can enforce criminal traffic violations on private property. (But there still may be defenses that you should discuss with an attorney).

It should also be mentioned that if you don't have any prior record, you would be able to negotiate a good disposition with the State Attorney.
