I have a friend whos moving to Texas from Florida he got a DUI back in 2004. We are aware that both states are a part of the NDR, is there a way he can get his license in Texas? Basically have the case transferred to Texas?

Transfer what to Texas? If he got a DUI in 2004, there is nothing to transfer and his case should be over with. Texas should allow him to get a license so long as he clears up any issues he may have left on his Florida license such as fines, DUI school, ignition interlock, etc. Once all that is complete, he should be (unless Texas has additional restrictions) be able to get his license in Texas or any other state where he resides.
