Legal Question in DUI Law in Florida

my stepfather has had no license for 15 years after a DUI . I guess the reason he never got it back is that he couldn't pay the fines. It was in KY. and he now lives in FL , what is the limitations on this? Does he still owe fines, or has he paid his debt to society?

He really needs to talk to a Kentucky lawyer. However, fines don't usually just go away. In fact, in Florida, for example, the fines accrue interest. Call a KY lawyer right away.
