Legal Question in Elder Law in Florida

My brother is preventing me from seeing my mom. He has her convinced I stoled money (lie) and has a POA letter which I never read or received, at her condo banning me. Can a POA letter ban a sibling even if there's nothing legally against me? No restraining order, nothing but this POA letter. He doesn't have guardianship, I was her caretaker for all these years. My mom is confused and wants me in her life and wants to see me and my family! She is 90
