My older has been mentally bulling my mom, and has been spending her money,. How can I help her as she was living with him, but he has kicked her out, now she lives with my eldest Daughter in Fla.

Make sure her finances are in her name and make sure he can't get any more of her funds. The fact that she is out of the house is good. If it is her house, then have him evicted.
Then get a restraining order on him.
