Legal Question in Entertainment Law in Florida

adult directory website

I would like to establish an adult directory website, This is free website that means anybody can

Create a profile or brows the directory after accepting

a term and condition and adult only warning messages

(Similar to erotic services section of craigslist)

There are two types of profiles:

Erotic/escort service

Casual encounter

They can post a description; upload the pictures and a video

I put following features to minimize the misuse of the site for illegal activities

We ban all illegal activity in our Term and conditions

We place prominent notices asking users to flag/report inappropriate profiles

We remove inappropriate ads that come to our attention

We monitor images and videos and remove profiles with obscene images or videos

My questions are

As the website is totally free of charge I cant check the members credit card to verify their age

Is a term and condition acceptance enough to let anybody to use the website?

To cover 18 U.S.C. 2257 statements can I just mention?

As provided by 18 USC 2257 (h) (2) (B) (iii), my website profiles member information is not similarly maintained.

Which state/province in US or Canada has fewer obligations to establish my adult directory website and my CO.
