Adopting my sister without our mother's consent

About a year and a month ago, my mother moved to South America, leaving my two sisters (17 and 9) in Florida. My 17 year old sister has been living with me since due to our dad living in Paris. I financially take care of her. I would like to legally adopt my sister. I have our father's consent, but not our mother's. What are my options?

You can file for adoption and have a hearing before a judge where you may present your arguments in favor of adoption and your mother will present her arguments against. However, given your sister's age, your sister may turn 18 before a judge even hears the case, rendering the issue moot. Perhaps your mother and father would be more comfertable giving you a power of attorney allowing you to make decisions on their behalf during their absence from Florida.
