Legal Question in Family Law in Florida

Arrears

My ex-husband has been paying child support, however his arrears is $29,000, the state of Florida suspended his license and to reinstate it he had to pay $2500. My question is where does that money go, shouldn't it come to me for child support and the arrears. This has happened several times and myself and my child have not received a penny. What right does the state have to keep that money???

If you've accepted public money for food stamps, welfare, medicaid, etc., the state gets its money back first, then you get your money.
