Legal Question in Family Law in Florida

My biological daughter was born in the state of NY in the year 2000. Her biological dad has never acknowledged her and did not sign her birth certificate. On her birth certificate there is no name for father and I gave her my last name. He never once tried to make contact with us. I spoke to him a few times after her birth and he didn't want to acknowledge paternity. I met a wonderful man who has taken both emotional and financial responsibility for my daughter. He is the only dad she knows and she loves him very much. We have since moved to the state of Florida and we have decided as a family that we want my husband to legally adopt her. Would I need to contact her bio dad at all considering that his name isn't even on the birth certificate and he has clearly abandoned her? Also, would I need to file this in NY or FL? Is this proceeding simple enough that we can do on our own or would I have to retain an attorney? Thank you for your help?
