Legal Question in Family Law in Florida

When the birth mother signs a voluntary TPR in Florida, can the child in question (for whom I have had legal guardian ship for since he was 4 years old, he is now almost 11 years old) remain with me? His bio half brother is an adopted son of mine.

Will I need to become a Foster parent?
