I would like to know if a mother of a child can sign over her rights to that child to the Grandmother of the father of the child while father of said child resides with him?

One would have to review the particulars of this case but if by rights you mean termination of parental rights or adoption, you would more than likely need some sort of court order to ratify the transfer.
