Child Support Court Orders

In June 2000, a hearing was held in a city in Florida. The custodial parent was never awarded child support for the children and never pursued it till May of 98. The custodial parent all of a sudden decides he/she wants to go back for support even though there was no previous order for support and wins $10,000.00 plus on going support. DOR agrees to accept payments from non custodial parent. DOR turns around and places the retroactive on non custodial parent. Payments have begun without receiving any court order. Upon researching problem have discovered no court order exists due to custodial parent demanded case be moved to another county. No court order exists so can DOR pursue this? It is going to go back to court. Does everything to the next court date be considered null and void? Please help. Thank You

I am not licensed to practice law in FL, and I don't know what FL Rules are. In Texas, without an order, no body can do anything.
