Legal Question in Family Law in Florida

my childs father had his child support suspended in 2001, granted I was incarcerated at the time. however I was home by 2003 and was on public assistance. with that being said in order to be on public assistance in the state of Florida I had to be in compliance with the DOR. which means I had to enforce child support. the DOR never informed me that my child support was suspended nor did they ever set a court date so that that order could be lifted. I am seeking legal advise to sue the DOR for not informing me and allowing my child support to be suspended for 11 years with out informing me of this action. I have been in the DOR office at least once a year for the past 18 yrs. and NEVER was I informed of this. do I have a case?
