Legal Question in Family Law in Florida

I have two daughters with a man I was not married to. They are 15 and 12 yrs old. I have not been with their father since 2000, in 2003 we,the girls and I, moved to Fl.Since then he has made no attempts to be a part of the girls lives...no visits, no phone calls, not even a birthday card. Since we were never married and he had dodged the TX OAG for the last 11 yrs. I do not have custudy of my girls...I only have possession of them. He continues to have no contact with them to date. The man who has helped me raise my girls would like to adpot them even though we are not currently married. Is this something we can do?
