Legal Question in Family Law in Florida

Ex-husband frozen all accounts during divorce, took property, house, sold life insurance, and left my friend without financial support. Divorce is over a year now but ex-husband is dragging feet in complying with decree and cannot be found. His attorneys will not inform her where he is located. He won't unfreeze accounts so she can get her share but he has secret accounts, he put the house on the market for twice what it is worth so it sits but he lives in a beautiful house. Now she is ill, lives in a one bed room apartment while he is a multimillionaire living in luxury somewhere as he jets between the US, Canada, and Australia. Can she go to the judge and get her share of the accounts for quality of life and health reasons? Her attorneys are no help to her and I only know so much.
