If a father is paying child support can the mother of the children keep the kids from seeing the father?

No and just so you know, if he has visitation rights it does not matter if he pays or not. He still gets to see the children.

While one thing has nothing to do with the other, unless there is some adverse issue involved, no. A court petition for visitation and timesharing is the remedy.
