Legal Question in Family Law in Florida

My mother has a Florida healthcare surrogate document naming some of her children to make decisions for her. I live close to my mother and have been seeing to her for years and I am the first named for the next stages. My mother and I have had to move to another area(CT) for an extended period of time so that her home can be repaired(hurricane damage). I have to return home and leave her with a brother who is unfortunately not a designated health care surrogate and I would like to know what I need to do to enable my brother to get her care/make decisions in an emergency. My mother's FL lawyer cannot be reached for consultation(the entire area is devastated). She is 90 and is still running(or slowly walking) under her own steam but life being what it is I would like to try to get any possible snags for her care resolved before I leave her.
