How often can petitioner file a divorce actionin Florida if the respondent cannot be served?

There should be no reason to keep re-filing the divorce case. If all efforts to locate the other party have been exhausted, you should be able to get "service by publication", which is accomplished by placing a small ad announcing the divorce action in a newspaper in the county where the action has been filed. Summons are good for 120 days. If you need to get an alias summons the cost is approx $10.00 . However Mr. Buckley is correct, if you have exhausted all efforts to locate the other party then file a Notice of Action in the paper. The Clerk of court will tell you which one you need to use.
