Is a POA from one state legal to represent someone in another state?

No and yes. Technically, you have to use the POA that applies to the state where you intend to use it, but states don't differ much on the language in POAs, so a POA in one state probably looks the same in almost any other state. Check with a lawyer in the state where you want to use the POA to be sure.
