Legal Question in Family Law in Florida

What are the procedures for a voluntary guardianship of a minor? Someone wants to give my husaband and I legal guardianship of his 16 year old daughter (our daughter's bestfriend), as he is an alcoholic and unemployed. His daughter wants this, as well. Please help!
