How, and how quickly can a parent,s new job be located if he leaves his current high paying job to avoid payroll deduction for child support. Also, what if he goes to work for a country not headquartered in the U.S.?

The IRS will know and report as soon as the employer pays taxes on behalf of the employee. The IRS is required to disclose information to state child support enforcement agencies.

Headquarters of the new employer is irrelevant; if they conduct business in the USA they are responsible and must abide by court orders.

Get used to paying the money or adopt a standard of living that includes living under a bridge.

The IRS will be aware of the job change eventually. So long as the business has contacts with the USA then you can still garnish his wages.
