Legal Question in Family Law in Florida

A senior female friend of mine who is homeless and living on $700 a month social security wants to know how to go about divorcing her estranged husband of 18 years. He is 25 years her junior and walked out on their marriage of 10 years 18 years ago. She has tried twice to serve him with divorce papers to no avail. When he left her he took an inheritance she had been given by her late uncle whom she took care of until his death. He in turn left her with all the household bills and a mountain of debt that destroyed her credit. She should be eligible for spousal maintenance because of being in the marriage for over 10 years and because of the length of their marriage. She resides in Florida and he is living with someone else in North Carolina. Apparently he has made mention on facebook and other websites he frequents that he is a widower and clearly is not. How can she go about getting a divorce with a stipend and make him reimburse her for the money he basically took out of her account and left her penniless. She is looking for a minimum of $500 a month alimony to supplement her income. He apparently has online businesses he is running and possibly is working under the table for cash. The woman he has been living with is possibly the breadwinner of the household, she is a horticulturalist. Let her know how to proceed with this when clearly he won't sign divorce papers or answer them.
