Signed an Agreement but changes have been made

I have signed a stipulation and consent order agreeing to a reduction in child support because there were to be monthly payments to begin to pay back $10,000 that was ordered in a divorce in 2000. He has renegged on the payments and therefore the child support reduction should not be valid. How do I file a disagreement with the court after the recommendation has been signed?
