is there a way i could do a step parent adoption without the biological fathers consent? he is unfit to be a parent and i feel is a danger to my 9 month old. i was never married to his *father* if that help the situation

No. You have to give him notice and terminate his parental rights by consent or by a trial.

You may be able to have his parental rights terminated, but he will need to be given notice of the proceedings. If he has not been very involved in the child's life, he may be willing to voluntarily have his parental rights terminated as part of the step-parent adoption process.
