My wife wants a divorce so do I we have children but she lives in another state to make matters worst is that our daughters are in foster care too. How can I divorce her

If you have lived in Florida at least 6 months, you can file for divorce here in Florida. If your children live in foster care in the same state as your wife, you might want to look into filing for divorce in that state. Its a lot easier to keep everything under one roof, as it were.
